Abstract
The spread of sports to the grassroots and the investments made for this purpose are social policies put forward to increase welfare. The multifaceted and positive impact of sports on individuals and society clearly demonstrates why these efforts can be classified as welfare policies. Furthermore, the added value of sports and the sports industry in today's world demonstrates that investments in sports and the popularization of sports will contribute more to the state, in accordance with human capital theory.In this study, investments aimed at popularizing sports are viewed as social policies, and these investments are compared with other parameters related to welfare at the regional level, eliciting a discussion on targeting. In this context, the importance and types of investments placed on sports investments are modeled according to welfare regime typologies, and the impact of sports investments on welfare is evaluated from all perspectives. The regional analyses conducted in this study compare welfare indicators obtained from Turkish Statistical Institute Income and Living Conditions Survey with Spor Toto investment data, and a discussion is presented regarding the impact of sports investments from a regional development and welfare perspective.
