Abstract

The aim of this study is to develop a valid and reliable scale to determine teachers’ perception levels regarding educational leadership based on the Sergiovanni approach. For this purpose, individual and group-focused interviews were conducted before creating the trial form. Based on the data obtained, an item pool was developed and submitted to expert review. In line with the feedback received from experts, a 47-item draft form was prepared and administered to 481 teachers working in public and private schools in Türkiye; 470 valid responses were included in the analysis. The study employed both qualitative and quantitative methods, using convenience sampling and maximum variation sampling. As a result of the Exploratory Factor Analysis (EFA), a structure consisting of four dimensions—“Social Capital,” “Academic Capital,” “Professional Capital,” and “Intellectual Capital”—and a total of 25 items was obtained. The relationships between the sub-dimensions of the scale were examined and the factors were found to be positively and significantly related to each other. Confirmatory Factor Analysis (CFA) confirmed that the sub-dimensions are components of a construct called Educational Leadership. The goodness-of-fit indices of the model indicated acceptable and good fit levels, and the CFA results also confirmed the EFA findings. The internal consistency coefficient for the whole scale was 0.91. Consequently, it is recommended that the Educational Leadership Perception (ELP) Scale be tested and further developed in schools within the target population.
