Abstract

For Turks who founded a migrant civilization in the endless steppe, customs and ceremonies were essential parts of state. Putting the exactly rules of orun and ülüş into practice strengthened the authority and power of the Ruler. The proof of carrying out customs and traditions about the state life in front of people was the traditional symbols of the Ruler. While orun refers to the place in the council, ülüş refers to officers’ shares. Obeying the rules of orun and ülüş means obedience to the Ruler; on the other side not obeying them means rebellion.
